The property company that bought the site wanted to convert the power station into new shops, restaurants and apartments, in addition with two skyscrapers. However, this planning was delayed because Kensington and Chelsea Council refused to accept one of the towers. Despite, the fact that the other tower had received permission from Hammersmith and Fulham Council, the developer didn´t want to proceed with the projects, without the permission for both towers.
On January 2006, the Secretary of State granted the permission for the project, and the developer was really confident that it will be completed by 2013, but it got delayed because of the economic downturn.
